Job Description
This position provides tactical services in the planning, designing, measuring and advising on the execution of all business transformation initiatives with NICTCLs clients (such as Government ministries and state agencies), leveraging ICT as a strategic enabler to achieve higher efficiency and effectiveness in the business model ICT consulting services to key stakeholders across the wider public sector. He/she is also responsible to align such activities with national objectives as articulated in the national ICT framework.
Key and Critical Responsibilities
<ul><li><span style="background-color: rgb(255, 255, 255);">Work with Government ministries and state agencies to:</span></li><li><span style="background-color: rgb(255, 255, 255);">Define business needs,</span></li><li><span style="background-color: rgb(255, 255, 255);">Conduct analysis</span></li><li><span style="background-color: rgb(255, 255, 255);">Conduct requirements gathering and;</span></li><li><span style="background-color: rgb(255, 255, 255);">Assist in scoping potential solutions (consulting with other Units within iGovTT where required and appropriate), and;</span></li><li><span style="background-color: rgb(255, 255, 255);">Leverage ICT as a strategic enabler to achieve higher efficiency and effectiveness in the business models;</span></li><li><span style="background-color: rgb(255, 255, 255);">Be directly involved in the development of projects with ministries and state agencies to identify, evaluate, and scope systems and procedures that are cost-effective and aligned with business requirements;</span></li><li><span style="background-color: rgb(255, 255, 255);">Be an active member of cross-functional teams in addressing key business and technical issues;</span></li><li><span style="background-color: rgb(255, 255, 255);">Facilitate workshop sessions, and work under guidance from Senior Professional (Business Transformation Office) to prepare any relevant documentation in support of Business Transformation activities related to ICT projects;</span></li><li><span style="background-color: rgb(255, 255, 255);">Liaise with strategic and technical officers in ministries and state agencies on related ICT project matters as it relates to Business Transformation activities such as process mapping, change management and business process improvement; Performs other tasks as assigned by his/her supervisor.</span></li></ul>
Key Competencies
<ul><li>3-5 years practical experience in ICT or Business related project implementation;</li><li>At least 2 years experience participating in the evaluation / selection of ICT-based proposals / solutions;</li><li>3-5 years relevant experience with requirements definition and the preparation of functional and non-functional solution requirements;</li><li>Proven experience with internal and external ICT consulting projects and implementation consultants;</li><li>The ability to demonstrate a results-oriented approach to achieving project objectives by, actively participating in cross functional and multidisciplinary teams;</li><li>Proven success providing consulting support to existing and potential clients;</li><li>Ability to elicit, interpret and synthesise information to define business requirements. Shows innovation and flexibility in approaches to the design and implementation process;</li><li>Demonstrates inter-disciplinary thinking, analytical skills, creativity and problem solving skills in developing ICT solutions and their related activities</li><li>Strong interpersonal communication which includes, listening, negotiating and presentation skills and techniques;</li><li>Proven ability to articulate concepts and approaches to a multi-disciplined and cross functional audiences in writing and orally;</li><li>Sound working knowledge of public service organizations, practices and procedures;</li><li>Proven ability to multi-task and work effectively in a team-based environment;</li><li>Excellent Communication and report writing skills;</li><li>Excellent consensus building qualities and the ability to work effectively with a wide range of stakeholders.</li></ul>
